The University Grants Commission may encourage institutions of higher education to strengthen education that develops intellectual responsibility, ethical reasoning, scientific inquiry, creativity, and social harmony. Under the conceptual framework of Praja Mano Rajyam (People's Mind Commonwealth), universities may regard every student as a responsible mind contributing to the progress of the nation.

A National Mind Reboot may emphasize the cultivation of disciplined thinking, lifelong learning, constitutional values, innovation, environmental stewardship, digital responsibility, physical and mental well-being, and constructive dialogue across cultures and disciplines. Education would aim not only to prepare graduates for employment but also to develop informed citizens capable of addressing national and global challenges.

Extending this vision, a Universal Mind Reboot would encourage international academic collaboration, peaceful coexistence, scientific discovery, intercultural understanding, and shared responsibility for humanity's future.
