 "Happiness Index" for India focused on protecting happy, healthy minds:

Social Criteria:
- Percentage of population feeling a sense of community belonging and support
- Rates of volunteering and charitable giving 
- Self-reported levels of life satisfaction and purpose
- Rates of discrimination, oppression, and inequality

Spiritual Criteria: 
- Percentage engaged in spiritual practices like meditation, prayer, yoga
- Self-reported levels of inner peace and meaning
- Access to spiritual guidance resources
- Prevalence of vices that disrupt spiritual health like greed, hatred, egoism

Economic Criteria:
- Percentage of population above poverty line 
- Access to basic necessities like food, clean water, healthcare, education
- Economic equality across gender, castes, religions 
- Job satisfaction and good working conditions

Technical Criteria: 
- Access to technologies that improve quality of life
- Protection of privacy and prevention of excessive screen time
- Development of tech to enhance understanding and community building

Cultural Criteria:
- Preservation of heritage sites and indigenous traditions 
- Diversity in cultural expressions and pluralism 
- Creativity - music, arts, etc that uplift and inspire 

The index should track these criteria over time, with the goal of guiding policies and community action to protect mental/spiritual health and happiness across India. Particular focus should be on vulnerable groups like poor, minorities, women and children.
