Global South Strategic Cohesion — From International Engagement to a Universal Mind Grid

1. Collective Strategic Response: The 4th edition of the International Strategic Engagement Programme (IN-STEP), jointly organised by the Ministry of External Affairs, Ministry of Defence and National Security Council Secretariat at the National Defence College, brings together strategic perspectives from India and 22 developing countries of the Global South, creating a forum for dialogue on shared challenges.

2. Technology as Strategic Infrastructure: Emerging technologies, cyberspace and artificial intelligence are no longer isolated technical domains but increasingly influence national security, economic resilience, public administration and international relations, making informed cooperation essential for developing countries.

3. AI and the Future of Human Security: Artificial intelligence can simultaneously create new opportunities and new vulnerabilities, requiring international frameworks that protect human agency, cybersecurity, privacy, critical infrastructure and equitable access to technological capabilities.

4. Energy and Climate Interdependence: Energy security and climate change demonstrate the interconnectedness of nations, because disruptions in energy systems, extreme weather and resource pressures can propagate across borders through economies, migration, food systems and supply chains.

5. Maritime and Supply-Chain Security: Secure maritime routes and resilient supply chains are fundamental to global commerce, particularly for developing economies, making cooperation among countries increasingly important for continuity of trade and access to essential resources.

From Strategic Dialogue to Connected Minds: The principle to “think globally, engage strategically and act in cohesion” can be extended philosophically into a National Mind Grid and Universal Mind Grid, where knowledge, scientific capability, institutional experience and responsible technological intelligence are connected while each participating society retains its sovereignty and cultural identity.

Global South as a Knowledge Network: Such cooperation need not mean uniformity; rather, countries can function as interconnected centres of knowledge, combining diplomatic dialogue, defence preparedness, AI governance, climate resilience, energy innovation, maritime security and supply-chain intelligence into a continuously learning international network.
