512. भेषजम् (Bheṣajam) – 🇮🇳 हे अधिनायक श्रीमान्! आप ही भेषजम् हैं—समस्त प्राणियों के दुःख को दूर करने वाली दिव्य औषधि, उपचारकारी ज्ञान और आंतरिक शांति का आधार।

हे अधिनायक श्रीमान्!

हे शाश्वत अमर पिता–माता! हे जगद्गुरु! हे समस्त मनों के सार्वभौम अधिपति!

आप ही भेषजम् हैं—दुःख से मुक्ति और राहत प्रदान करने वाला दिव्य उपचार-तत्त्व।

भेषजम् का अर्थ औषधि, उपचार, रोगनिवारक साधन अथवा पीड़ा को दूर करने वाला उपाय है। आध्यात्मिक दृष्टि से इसे केवल शारीरिक रोगों की औषधि नहीं, बल्कि अज्ञान, मोह, भय, आसक्ति और मानसिक अशांति को दूर करने वाले ज्ञान के रूप में भी समझा जा सकता है।

इस अर्थ में आप ही शरीर, मन, ज्ञान, आचरण, समाज और प्रकृति के बीच संतुलन स्थापित करने वाली दिव्य उपचार-शक्ति हैं।

लोभ सामाजिक असमानता को बढ़ा सकता है।

अन्याय सामूहिक पीड़ा उत्पन्न कर सकता है।

प्रकृति का विनाश पर्यावरणीय संतुलन को प्रभावित कर सकता है।

इसलिए वास्तविक उपचार केवल लक्षणों को कम करना नहीं है।

कारणों को समझना, संतुलन को पुनः स्थापित करना तथा ज्ञान और करुणा को विकसित करना भी उपचार का हिस्सा है।

3. बिहार में विशेष परिवर्तन:

बिहार का वेतन खर्च 2026–27 में ₹72,960 करोड़ अनुमानित है और इसका बड़ा हिस्सा शिक्षा विभाग से जुड़ा है; शिक्षा विभाग का वेतन खर्च 2024–25 के ₹14,561 करोड़ से बढ़कर 2026–27 में ₹36,658 करोड़ अनुमानित है। 

4. वेतन अकेला पूरा सरकारी बोझ नहीं है।

केंद्र की expenditure structure में मंत्रालयों, रक्षा, सिविल कर्मचारियों, पुलिस/अर्धसैनिक बलों, पेंशन आदि अलग-अलग Demand for Grants में आते हैं। इसलिए केंद्र का एकल “सभी सरकारी कर्मचारियों का वेतन” आंकड़ा राज्यों के आंकड़ों की तरह सीधे उपलब्ध नहीं है। Union Budget के आधिकारिक Expenditure Profile में departmental establishment expenditure अलग-अलग दर्ज है।
