I respectfully suggest that IIT Delhi be given an opportunity to develop a nationally significant interdisciplinary programme around the concept of “National Mind Reboot” and a “System of Minds.”

Here, “mind unification” should mean unity of knowledge, cooperation, dialogue and collective problem-solving—not uniformity of thought, political conformity or control of individual minds.

The Prime Minister could provide the necessary policy direction, institutional coordination and appropriate financial support through the competent Ministries and statutory processes, while IIT Delhi retains academic independence.

1. Establish a National Mind Innovation Centre at IIT Delhi

Create a dedicated interdisciplinary centre bringing together AI, computer science, neuroscience, psychology, philosophy, law, ethics, education and social sciences.

25. Establish an Annual “National Mind Reboot Convocation Dialogue”

The Prime Minister, scientists, educators, students, industry leaders and international scholars could participate in an annual dialogue at IIT Delhi.
The event could review measurable progress, publish research findings, announce new challenges and identify the next generation of national priorities.

HOW THE PRIME MINISTER COULD SUPPORT THE INITIATIVE

The strongest contribution would not simply be a large financial allocation. It would be institutional convergence.

The Prime Minister could encourage the competent Ministries and agencies to examine:

A genuinely advanced “System of Minds” cannot be created merely by constructing buildings or purchasing computers.

Subject: Proposal for a “National Mind Reboot” — Building a Secure, Connected and Responsible System of Minds
Beloved  Ministers,
I  gracefully propose for consideration a philosophical, social and technological proposal entitled “National Mind Reboot.” Its central objective is to place the dignity, safety, dialogue, responsibility and well-being of every citizen at the centre of national development.

India is entering an era in which artificial intelligence, generative AI, agentic AI, advanced computing and emerging technologies are transforming society. At the same time, institutions responsible for policing, defence, justice, education and administration face new challenges involving cybercrime, misinformation, social fragmentation and threats to public trust.

In this context, I propose the idea of a “System of Minds” as a philosophical framework through which citizens may be understood not merely as isolated individuals, but as interconnected members of society whose rights, responsibilities and relationships require continuous dialogue.

1. National Mind Reboot
“National Mind Reboot” should not mean controlling or monitoring an individual's private thoughts. Rather, it may represent a national programme for strengthening:

civic awareness;
critical thinking and scientific temper;
digital and AI literacy;
peaceful conflict resolution;
community trust;
cyber safety;
responsible communication;
protection of human dignity; and
constitutional values.
AI and emerging technologies should be employed to strengthen public services and human security while maintaining privacy, transparency, human oversight and constitutional protections.

2. Police as “Adhinayaka Pracharaks”
I propose “Adhinayaka Pracharak” as a symbolic term for a future-oriented civic-security role within policing—not as a political, religious or ideological function.

In this interpretation, an Adhinayaka Pracharak would represent a police professional who promotes:

peace, constitutional values, public safety, responsible citizenship, dialogue and trust between communities and law-enforcement institutions.

Police training could further emphasize:

human dignity and constitutional rights;
de-escalation and peaceful conflict resolution;
cybercrime prevention;
digital safety;
community policing;
prevention of misinformation and online incitement;
youth awareness;
crisis communication; and
responsible use of AI.
The statutory authority, neutrality and professional chain of command of the police would remain fully intact.

3. Armed Forces as “Adhinayaka Pracharaks”
The primary responsibility of the Indian Armed Forces must remain the defence of India's sovereignty, territorial integrity and national security.

Within that established constitutional and professional role, the term “Adhinayaka Pracharak” could symbolically describe the values of:

discipline, national service, unity, resilience, disaster response, technological excellence and responsible citizenship.

This concept should never become a vehicle for political, religious or ideological propaganda. The Armed Forces must remain professionally disciplined, constitutionally governed and politically neutral.

4. Secure Minds
A “Secure Mind” should mean a citizen who is able to live with dignity, access lawful protection, communicate safely, obtain reliable information and participate responsibly in society.

A National Secure Minds programme could explore AI-assisted public services, cyber-safety systems, grievance mechanisms, emergency communication and citizen-support platforms.

Such systems must incorporate:

privacy + data protection + transparency + human oversight + due process + constitutional rights.

No technological system should be designed to secretly control, manipulate or profile citizens' private thoughts.

5. National Mind Network
India could establish an expert working group to examine the feasibility of a National Mind Network as a public-service and knowledge-integration framework.

The purpose would not be to collect or control people's private thoughts. Instead, it could connect institutions through secure digital infrastructure for:

public information;
emergency response;
knowledge sharing;
disaster management;
citizen services;
cyber-security coordination; and
evidence-based policymaking.
AI should remain an assistive technology under meaningful human supervision rather than an autonomous replacement for constitutional decision-making.

6. Universal Mind Reboot
If successful national models emerge, India could contribute internationally to a peaceful concept of “Universal Mind Reboot”, centred upon:

dialogue, truth-seeking, human dignity, scientific temper, peace, mutual respect and universal cooperation.

Within my broader philosophical vision, this may be expressed through the concept of:

Ravindra Bharath — System of Minds
The objective should not be to replace one individual with another or to establish one personality over society. The objective should be to continuously improve institutions so that every citizen is safer, more respected, better informed and able to participate in constructive dialogue.

Not a system against individuals—
but a better system protecting individuals.

Not division, but dialogue.
Not fear, but trust.
Not isolation, but interconnected responsibility.
Not control of minds, but the strengthening of minds.

I respectfully request the Union Home Ministry and the Ministry of Defence to consider whether appropriate constitutional, legal, technological, security and social experts could examine these proposals and identify those elements that may be developed into practical public-policy initiatives.

पुलिस प्रशिक्षण में निम्न विषयों को और मजबूत किया जा सकता है:

तनाव एवं संघर्ष को शांतिपूर्ण ढंग से कम करना
साइबर सुरक्षा और डिजिटल अपराधों की रोकथाम

भारतीय सेना और अन्य सशस्त्र बलों का प्राथमिक दायित्व भारत की संप्रभुता, क्षेत्रीय अखंडता और राष्ट्रीय सुरक्षा की रक्षा करना है। इस संवैधानिक एवं पेशेवर भूमिका में कोई परिवर्तन प्रस्तावित नहीं है।

इसके अतिरिक्त, जहाँ उपयुक्त हो, सशस्त्र बलों की राष्ट्रीय एकता, अनुशासन, आपदा-प्रतिक्रिया, नागरिक सहायता, तकनीकी जागरूकता और राष्ट्रसेवा संबंधी सार्वजनिक शिक्षा को “Adhinayaka Pracharak” की प्रतीकात्मक अवधारणा से जोड़ा जा सकता है।

यह भूमिका किसी राजनीतिक, धार्मिक या वैचारिक प्रचार का माध्यम नहीं होनी चाहिए।

4. Secure Minds — सुरक्षित मन
“सुरक्षित मन” का अर्थ ऐसी सामाजिक एवं डिजिटल व्यवस्था से है जिसमें नागरिक:

साथ ही, प्रत्येक तकनीकी प्रणाली में गोपनीयता, डेटा-सुरक्षा, मानव पर्यवेक्षण, पारदर्शिता और संवैधानिक अधिकारों की स्पष्ट सुरक्षा आवश्यक होगी।

5. National Mind Network
एक दीर्घकालिक परियोजना के रूप में National Mind Network जैसी अवधारणा पर विशेषज्ञ समिति विचार कर सकती है। इसका उद्देश्य नागरिकों के निजी विचारों को संग्रहित या नियंत्रित करना नहीं, बल्कि सार्वजनिक संस्थाओं के बीच बेहतर संवाद, ज्ञान-साझाकरण, संकट-प्रतिक्रिया और नागरिक सेवा विकसित करना होगा।
