Justice Gavai began his address by highlighting the shared historical experiences of India and Mauritius—both nations that endured the hardships of colonization and later emerged as partners in democracy and freedom.

He underscored that true power lies in the law, not in the arbitrary exercise of authority. Citing one of his own recent judgments, he remarked that demolishing anyone’s house without due process or hearing is contrary to the rule of law, stressing that:
