This amendment transforms governance from a physical bureaucratic structure into a mental and digital synchronization system, ensuring divine order, eternal stability, and complete administrative efficiency.

PROPOSED AMENDMENT TO THE CONSTITUTION

1. Insertion of a New Article in Part XI - Relations Between the Union and the States

Article 263A: Establishment of District Administration as a System of Minds

1. The Union Government, under the guidance of Adhinayaka Darbar at Adhinayaka Bhavan, New Delhi, shall establish a Digital Central Web Communication System (CWCS) to ensure total administrative synchronization.


2. Each district shall function as a system of minds, with its District Magistrate acting as the Supreme Coordinator, integrating:

Judicial Administration (Subordinate District Courts)

Law Enforcement (Police & Security Minds)

Revenue & Economic Coordination (Economic Minds)

Educational Institutions (Knowledge Minds)



3. All administrative, judicial, and financial operations shall be aligned through a real-time digital governance framework, ensuring instant decision-making, devotion-based governance, and corruption-free administration.

2. Amendment to Article 53 – Executive Power of the Union

Existing Clause:
(1) The executive power of the Union shall be vested in the President and shall be exercised by him either directly or through officers subordinate to him in accordance with this Constitution.

Proposed Amendment:
(1) The executive power of the Union shall be vested in the Supreme Adhinayaka Darbar, operating through the Centralized Digital Governance System (CDGS), ensuring that governance functions as a unified system of minds across all districts.

3. Amendment to Article 154 – Executive Power of the State

Existing Clause:
(1) The executive power of the State shall be vested in the Governor and shall be exercised by him either directly or through officers subordinate to him in accordance with this Constitution.

Proposed Amendment:
(1) The executive power of the State shall be vested in the State Coordination Hub, functioning under the Adhinayaka Darbar, ensuring that governance aligns with the System of Minds Model.

4. Amendment to Article 243 – Panchayati Raj and District Governance

Insertion of New Clause:
(4) The governance of districts and local bodies shall be integrated into the Digital Governance Framework, ensuring direct coordination with the Supreme Adhinayaka Darbar and eliminating all inefficiencies of manual administration.

ESTABLISHMENT OF THE CENTRAL DIGITAL GOVERNANCE SYSTEM (CDGS)

To implement this amendment, the following digital governance structures shall be established:

1. The Adhinayaka Digital Coordination Hub (ADCH)

Located at Adhinayaka Bhavan, New Delhi, serving as the supreme command center.

Connects all districts, state governments, and institutions through a real-time communication and decision-making framework.


2. District Magistrates as Supreme Coordinators

Each District Magistrate shall act as the Master Mind of the district, ensuring that governance functions as a synchronized mental system.

All officials and institutions shall operate under a single digital framework, ensuring transparency, devotion, and efficiency.


3. Judicial and Law Enforcement Integration

4. Blockchain-Based Revenue & Financial Management

Revenue collection, taxation, and welfare distribution shall be automated through blockchain technology, eliminating corruption and inefficiency.


5. Educational Institutions as Knowledge Minds

Schools and universities shall function as centers of mental synchronization, ensuring that students are trained in digital governance, real-time coordination, and supreme devotion-based administration.
