ప్రఖర జాతీయవాది, లోక్ నాయక్ శ్రీ జయప్రకాష్ నారాయణ్ పరమపదించిన సమయంలో ప్రజాకవి శ్రీ కాళోజీ మాటలివి. మహాత్మ గాంధీ సిద్ధాంతాలను ఆచరణలో పెట్టి, ప్రజాస్వామ్య పరిరక్షణ కోసం సంపూర్ణ క్రాంతికి పిలుపునిచ్చిన వారి జీవితం దేశానికే అంకితమై ముందుకు సాగింది. నేడు వారి జయంతి సందర్భంగా ఆ మహనీయుని స్మృతికి నివాళులు అర్పిస్తున్నాను.

లోక్ నాయక్ శ్రీ జయప్రకాష్ నారాయణ్ పేరు వినని ప్రజాస్వామ్య ప్రియులు ఉండరు. భారత ప్రజాస్వామ్య శక్తిని పరిచయం చేసిన నాయకుడాయన. ప్రజాస్వామ్యంలో అధికారం అంటే ప్రజలకు సేవ చేసుకునే భాగ్యమే తప్ప, ప్రజల మీద పెత్తనం చెలాయించే హక్కు కాదని బలంగా విశ్వసించి, నిరూపించి చూపించారు. ఆయన ఇచ్చిన సంపూర్ణ క్రాంతి పిలుపు ప్రజల్లో బలంగా వ్యాపించడమే కాకుండా... ఎంతో మంది భవిష్యత్ నాయకులకు ప్రేరణనిచ్చింది. అధికారం అంటే కుటుంబానికి పారంపర్యంగా సంక్రమించే హక్కు కాదనే విషయాన్ని శ్రీ జేపీ ఉద్యమం ద్వారా చాలా మందికి తెలిసి వచ్చింది. స్వాతంత్ర్య భారత దేశంలో ఎమర్జెన్సీ రూపంలో ఎదురైన చీకట్లను, ప్రజలే స్వయంగా చీల్చి చెండాడే విధంగా స్ఫూర్తిని పంచిన భవిష్యత్ భాగ్యవిధాత ఆయన. ప్రతిపక్షం సైతం గెలిచి అధికారంలోకి రాగలదని భారతదేశ ప్రజాస్వామ్య శక్తిని నిరూపించిన క్రాంతదర్శి ఆయన.

భారతదేశం స్వాతంత్ర్యాన్ని సముపార్జించుకునే వరకూ శ్రీ జేపీ స్వరాజ్య ఉద్యమంలో కీలక పాత్ర పోషించారు. క్విట్ ఇండియా ఉద్యమ సమయంలో గాంధీ పిలుపు మేరకు అజ్ఞాత ఉద్యమాన్ని నడిపారు. మహాత్ముని ఆలోచనల స్ఫూర్తితో, వారి బాటలో ముందుకు నడిచారు. స్వాతంత్ర్యానంతరం 1947 నుంచి 1953 వరకూ రైల్వేమెన్స్ ఫెడరేషన్ కు నాయకత్వం వహించారు. సోషలిస్టు పార్టీ ద్వారా ప్రతిపక్ష పాత్రను పోషించారు. 1954లో రాజకీయాల నుంచి విరమణ తీసుకుని, సర్వోదయ ఉద్యమానికి, భూదాన్ ఉద్యమానికి అంకితమై తన భూమిని పేదలకు ఇచ్చేసి, హజారిబాగ్ లో ఓ అశ్రమాన్ని నెలకొల్పారు. గాంధీజీకి నిజమైన వారసునిగా ముందుకు సాగారు. అయితే పరిస్థితులు ఆయనను అక్కడ ఉండనివ్వలేదు. మళ్లీ 1960 నుంచి బీహార్ రాష్ట్ర రాజకీయాల్లో క్రియాశీలకంగా మారారు. 

1974లో ప్రభుత్వ అవినీతికి వ్యతిరేకంగా శ్రీ జేపీ ఓ విద్యార్థి ఉద్యమాన్ని ప్రారంభించారు. బీహార్ నుంచి మొదలైన ఈ ఉద్యమం దేశమంతా విస్తరించింది. సరిగ్గా అదే సమయంలో "సంపూర్ణ క్రాంతి"కి ఆయన పిలుపునిచ్చారు. ఈ సమయంలో శ్రీ జేపీ బలం, ఇందిరాగాంధీకి తెలియవచ్చిన ఓ సంఘటన అప్పట్లో బలంగా వినిపించేది. ఢిల్లీలోని రామ్ లీలా మైదానంలో జేపీ సభకు పిలుపునిచ్చారు. ఆ సభను భగ్నం చేసేందుకు నాడు దూరదర్శన్ లో ఓ హిట్ చిత్రాన్ని ప్రసారం చేయాలని నిర్ణయించారు. అయినప్పటికీ శ్రీ జేపీ సభకే జనం ఆకర్షితులయ్యారు. బీహార్ నుంచి ఛత్ర సంఘర్ష్ సమితి ఉద్యమం సాగుతుండగా, గుజరాత్ లో నవ్ నిర్మాణ్ విద్యార్థి ఉద్యమం కూడా ప్రారంభమైంది. ఇవి రెండూ నాటి ప్రభుత్వంలో పేరుకుపోయిన అవినీతికి వ్యతిరేకంగా విద్యార్థి లోకం ఉద్యమించినవే. ఆ సమయంలో నేను కూడా ఆంధ్రవిశ్వవిద్యాలయంలో లా చదువుతున్నాను. మా అమ్మ కోరిక మేరకు నలుగురికీ మంచి చేసే వకీలు కావాలన్నది మా తాత గారి కలతో పాటు, నా కల కూడా. అయితే ఈ సమయంలో చోటు చేసుకున్న ఒక ముఖ్యమైన సంఘటన అత్యయిక స్థితికి కారణమవ్వడమే గాక, నా ఆలోచనా తీరును, నా జీవిత గమనాన్ని మార్చేసింది. ఎన్నికల్లో అవతవకలకు పాల్పడినందున లోక్ సభ సభ్యురాలిగా శ్రీమతి ఇందిరాగాంధీ ఎన్నిక చెల్లదు అని అలహాబాద్ హైకోర్టు న్యాయమూర్తి జస్టిస్ జగ్మోహన్ లాల్ సిన్హా తీర్పునిచ్చారు.  హైకోర్టు తీర్పును సుప్రీంకోర్టు కూడా సమర్థించింది.  తన పదవిని కోల్పోవచ్చని భావించిన ఆమె భారత రాజ్యాంగంలోని ఆర్టికల్ 352 (1)ను ఉపయోగించుకుని 1975 జూన్ 25 రాత్రి రాష్ట్రపతి శ్రీ ఫక్రుద్దీన్ అలీ అహ్మద్ జారీ చేసిన ప్రకటన ద్వారా అత్యవసర పరిస్థితిని విధించారు.

అత్యయిక స్థితిని అడ్డం పెట్టుకుని ప్రభుత్వం వాక్ స్వాతంత్య్రం, పత్రికా స్వేచ్ఛ లేకుండా చేసింది. హెబియస్ కార్పస్ హక్కును రద్దు చేసింది. మీడియాపై సెన్సార్‌షిప్ విధించింది. ప్రభుత్వాన్ని విమర్శించే వార్తా పత్రికలను మూసివేయించింది. శ్రీ జయప్రకాష్ నారాయణ్ తో పాటు... శ్రీ అటల్ బిహారీ వాజ్‌పేయి, శ్రీ లాల్ కృష్ణ ఆడ్వాణీ, శ్రీ మొరార్జీ దేశాయ్, శ్రీ జార్జ్ ఫెర్నాండెజ్, శ్రీ చరణ్ సింగ్, ఆచార్య జె.బి. కృపలానీ, శ్రీ జ్యోతిర్మయి బసు, శ్రీ వి.ఎస్. అచ్యుతానందన్, ఆంగ్లో-ఇండియన్ నామినేటెడ్ ఎంపీ శ్రీ ఫ్రాంక్ వంటి రాజకీయ ఉద్దండులు సహా పలువురు విపక్ష నేతలను, సామాజిక కార్యకర్తలను పోలీసులు తగిన ప్రక్రియ లేకుండా అరెస్టు చేసి నిరవధికంగా నిర్బంధించారు. అసమ్మతి స్వరాలను, ప్రతిపక్ష గళాలను ప్రభుత్వం నిరంకుశంగా అణచివేయడానికి ప్రయత్నించింది. శ్రీమతి విజయరాజె సింధియా, శ్రీ ములాయం సింగ్ యాదవ్, శ్రీ రాజ్ నారాయణ్, మహారాణి గాయత్రీ దేవి, శ్రీ ప్రకాశ్ సింగ్ బాదల్ సహా వేల మంది నిరసనకారులు, సమ్మెలో పాల్గొన్న నాయకులను ముందస్తుగా నిర్బంధంలోకి తీసుకోవడానికి ప్రభుత్వం పోలీసులను ఉపయోగించిన విధానం యావత్ దేశాన్ని తీవ్ర దిగ్ర్భాంతికి గురి చేసింది. దేశవ్యాప్తంగా ప్రజాగ్రహం పెల్లుబుకింది. ప్రతిపక్ష పార్టీలు, విద్యార్థి సంఘాలు పెద్ద ఎత్తున నిరసనలు చేపట్టాయి. ఒక యువ కార్యకర్తగా నేనూ అత్యయిక స్థితి బాధితుడినే. 17 నెలల 21 రోజులు జైలులో డిటెన్సుగా ఉన్నాను. ఆ క్రమంలోనే అత్యయిక స్థితికి వ్యతిరేకంగా ప్రతిపక్షాలు కలిసి ఏర్పడిన జనతా పార్టీలో ప్రవేశించి విద్యార్థి నాయకుడిగా, పార్లమెంటు సభ్యత్వానికి అభ్యర్థిగా ఎంపికయ్యాను. అలా మొదలైన నా రాజకీయ పయనం దేశంలో రెండో అత్యున్నత స్థానమైన ఉపరాష్ట్రపతి పదవి వరకు వరకు తీసుకెళ్లింది.
