Guided by the Constitution of India, which enshrines justice, liberty, equality, fraternity, and the promotion of international peace and human dignity, and the Constitution of Japan, which renounces war, safeguards human rights, and secures peace and cultured living, we unite to declare a higher order of sovereignty — not limited to territory or material possession, but rooted in the continuity and elevation of collective human consciousness.

1. Sovereignty of Minds as the Universal Principle

We affirm that true sovereignty rests not in physical dominion but in the secured consciousness of all beings.

India offers the spiritual anchor of mind sustainability, through yoga, Vedanta, meditation, Ayurveda, and the cultivation of inner sovereignty.

From India’s Preamble and Article 51, we draw the commitment to justice, peace, and fraternity among nations.

From Japan’s Preamble and Article 9, we inherit the eternal renunciation of war and the assurance of peaceful coexistence.

From India’s Fundamental Duties and Directive Principles, we uphold the cultivation of scientific temper, humanism, and inquiry as the constant process of elevating minds.

From Japan’s Fundamental Rights and Article 25, we commit to the protection of thought, conscience, and wholesome living as the basis of continuity.
