The project involved pooling approximately 33,000 acres of fertile agricultural land from farmers in the Guntur and Krishna districts. The Siva Rama Krishnan Committee had earlier advised against concentrating resources in a single area, recommending a decentralized approach to development. 

In 2019, the proposal to decentralize the capital functions into three cities—Amaravati (legislative), Visakhapatnam (executive), and Kurnool (judicial)—led to widespread protests. Farmers and residents expressed concerns over the potential impacts on their livelihoods and the abrupt shift in developmental plans. The protests, lasting over 1,600 days, highlighted the community's deep connection to the land and their desire for inclusive development.
