“मेरे बचपन से भारत-निर्माण तक”

1. मेरा जन्म — मुद्देनहल्ली से आरंभ हुई मेरी यात्रा

मैं मोक्षगुंडम विश्वेश्वरैया हूँ और मेरा जन्म 15 सितंबर 1861 को मुद्देनहल्ली, तत्कालीन मैसूर राज्य में हुआ। मेरे पिता का नाम मोक्षगुंडम श्रीनिवास शास्त्री और मेरी माता का नाम वेंकटलक्ष्मम्मा था। हमारा परिवार अत्यधिक संपन्न नहीं था, लेकिन शिक्षा, अनुशासन, संस्कार और नैतिक जीवन को बहुत महत्व देता था। बचपन से ही मैंने समझ लिया था कि कठिन परिस्थितियाँ मनुष्य की प्रगति को रोक नहीं सकतीं, यदि उसके भीतर सीखने और आगे बढ़ने का दृढ़ संकल्प हो। मेरे ग्रामीण परिवेश ने मुझे प्रकृति, जल, कृषि, भूमि और मानव जीवन के बीच के गहरे संबंधों को समझने का अवसर दिया। बाद के जीवन में सिंचाई, जल-संसाधन, बाँध, बाढ़ नियंत्रण और नगर जल-व्यवस्था के प्रति मेरी रुचि के पीछे इन प्रारंभिक अनुभवों का भी योगदान था। जब मैं अपने लंबे जीवन को पीछे मुड़कर देखता हूँ, तो मुझे लगता है कि मेरी महान यात्रा वास्तव में एक छोटे से गाँव से ही आरंभ हुई थी। मेरे बचपन ने मुझे अनुशासन, परिश्रम, आत्मनिर्भरता और शिक्षा के प्रति वह सम्मान दिया, जिसने जीवन भर मेरा मार्गदर्शन किया।

2. पिता की मृत्यु — कठिन परिस्थितियों में शिक्षा

मेरे बाल्यकाल में ही मेरे पिता का निधन हो गया और इस घटना ने हमारे परिवार के जीवन को गहराई से प्रभावित किया। आर्थिक परिस्थितियाँ कठिन हुईं, लेकिन मैंने शिक्षा को बीच में छोड़ने का विचार नहीं किया। मुझे धीरे-धीरे यह विश्वास हुआ कि धन सीमित हो सकता है, लेकिन ज्ञान प्राप्त करने की इच्छा मनुष्य को आगे ले जा सकती है। मैंने अपनी पढ़ाई जारी रखने के लिए बहुत परिश्रम किया। बेंगलुरु में अपनी शिक्षा को आगे बढ़ाते हुए मैं अंततः सेंट्रल कॉलेज पहुँचा। अपनी शिक्षा में सहायता के लिए मैंने अन्य विद्यार्थियों को ट्यूशन भी पढ़ाया। एक ओर मैं स्वयं विद्यार्थी था और दूसरी ओर दूसरों को पढ़ाता था, इसलिए मैंने अनुभव किया कि ज्ञान बाँटने से उसका महत्व और बढ़ता है। कठिनाइयों ने मुझे रोकने के बजाय मेरे संकल्प को और मजबूत किया। यही दृढ़ता आगे चलकर मेरे पूरे सार्वजनिक जीवन की आधारशिला बनी।

3. सेंट्रल कॉलेज — मेरे बौद्धिक जीवन की नींव

बेंगलुरु का सेंट्रल कॉलेज मेरे बौद्धिक विकास का एक महत्वपूर्ण चरण था। मैंने वहाँ गंभीरता से अध्ययन किया और 1881 में बी.ए. की शिक्षा पूरी की। सामान्य शिक्षा प्राप्त करने के बाद मुझे लगा कि मुझे ऐसी तकनीकी शिक्षा भी प्राप्त करनी चाहिए जिससे मैं समाज की वास्तविक समस्याओं के समाधान में योगदान दे सकूँ। गणित, विज्ञान और प्रकृति के नियमों को व्यावहारिक जीवन में उपयोग करने का विचार मुझे आकर्षित करता था। मेरे लिए एक नदी केवल बहता हुआ जल नहीं थी; वह सिंचाई, पेयजल, ऊर्जा और आर्थिक विकास का संभावित स्रोत थी। वर्षा केवल प्राकृतिक घटना नहीं थी; उसे सुरक्षित रखकर भविष्य के लिए उपयोगी बनाया जा सकता था। इसी सोच ने मुझे इंजीनियरिंग की ओर आगे बढ़ाया। उस समय मुझे यह पूरी तरह समझ में आ गया था कि मेरा लक्ष्य केवल नौकरी प्राप्त करना नहीं, बल्कि अपने ज्ञान को सार्वजनिक सेवा में बदलना होना चाहिए।

4. पूना — मेरा इंजीनियर बनने का मार्ग

इसके बाद मैंने पूना के कॉलेज ऑफ साइंस में सिविल इंजीनियरिंग का अध्ययन किया। वहाँ मुझे गणित, संरचनात्मक इंजीनियरिंग, सिंचाई, जल-प्रबंधन और सार्वजनिक निर्माण का व्यवस्थित तकनीकी ज्ञान मिला। विद्यार्थी रहते हुए ही मैंने अनुभव किया कि इंजीनियर केवल इमारतें या पुल बनाने वाला व्यक्ति नहीं है, बल्कि वह समाज के भविष्य को भौतिक रूप देने वाला व्यक्ति भी है। किसी भी निर्माण के लिए भूमि, जल, वर्षा, मिट्टी, बाढ़ और मानव आवश्यकताओं को एक साथ समझना पड़ता है। पुस्तकों में पढ़े सिद्धांतों को वास्तविक परिस्थितियों में लागू करना मुझे विशेष रूप से आकर्षित करता था। मेरी शैक्षणिक योग्यता को मान्यता मिली और मुझे पुरस्कार तथा सम्मान भी प्राप्त हुए। शिक्षा पूरी करते समय मेरे सामने मेरा जीवन-लक्ष्य स्पष्ट था—इंजीनियरिंग के ज्ञान को जनता की सेवा में लगाया जाए। यही विचार आगे चलकर मेरे पूरे जीवन की दिशा बना।

5. 1884 — सरकारी इंजीनियर के रूप में मेरा आरंभ

1884 में मैंने बॉम्बे सरकार के पब्लिक वर्क्स विभाग में असिस्टेंट इंजीनियर के रूप में अपने व्यावसायिक जीवन की शुरुआत की। नासिक, खानदेश और पूना जैसे क्षेत्रों में काम करते हुए मुझे सिंचाई, जलापूर्ति, जल-निकासी और सार्वजनिक निर्माण का व्यावहारिक अनुभव मिला। कॉलेज में सीखे सिद्धांत अब वास्तविक नदियों, नहरों, नगरों और गाँवों की परिस्थितियों में परखे जा रहे थे। प्रत्येक परियोजना में भूगोल, आर्थिक सीमाओं और जनता की आवश्यकताओं को ध्यान में रखना पड़ता था। मैंने सीखा कि किसी समस्या को केवल कार्यालय की फाइलों से नहीं, बल्कि स्थल पर जाकर समझना अधिक महत्वपूर्ण है। एक इंजीनियर के लिए गणना के साथ-साथ निरीक्षण, अनुभव और जिम्मेदारी भी आवश्यक है। मेरे प्रारंभिक सरकारी वर्षों का प्रत्येक कार्य मेरे भविष्य की बड़ी जिम्मेदारियों के लिए प्रशिक्षण बन गया। इसी समय मेरे भीतर यह विश्वास और मजबूत हुआ कि सार्वजनिक निर्माण का अंतिम उद्देश्य जनता के जीवन को बेहतर बनाना है।

6. सुक्कुर — जलापूर्ति का अनुभव

मेरे प्रारंभिक इंजीनियरिंग जीवन में सुक्कुर की जलापूर्ति व्यवस्था एक महत्वपूर्ण अनुभव थी। वहाँ की जलवायु, स्थानीय परिस्थितियों और नगर की आवश्यकताओं ने मेरे सामने कई व्यावहारिक चुनौतियाँ रखीं। किसी शहर को स्वच्छ और विश्वसनीय पानी उपलब्ध कराना केवल पाइप बिछाने का कार्य नहीं है; इसके लिए जल-स्रोत, भंडारण, वितरण और भविष्य की आवश्यकता का समग्र अध्ययन आवश्यक है। मैंने प्रत्येक समस्या को उसके मूल कारण से समझने का प्रयास किया। मेरा विश्वास था कि सार्वजनिक निर्माण लंबे समय तक उपयोगी, सुरक्षित, रखरखाव योग्य और आर्थिक रूप से व्यवहार्य होना चाहिए। इस कार्य ने मुझे नगर इंजीनियरिंग की वास्तविक आवश्यकताओं को समझने का अवसर दिया। मैंने देखा कि जल-व्यवस्था सीधे सार्वजनिक स्वास्थ्य और जीवन की गुणवत्ता से जुड़ी होती है। आगे चलकर जल-संसाधन मेरे इंजीनियरिंग जीवन का एक प्रमुख विषय बन गया।

7. जल — मेरी इंजीनियरिंग सोच का केंद्र

मैंने भारत में कृषि को वर्षा पर अत्यधिक निर्भर देखा। कहीं अधिक वर्षा बाढ़ लाती थी और कहीं वर्षा की कमी किसानों को संकट में डाल देती थी। इसलिए मैंने माना कि जल का वैज्ञानिक भंडारण, नियंत्रण और वितरण भारत की प्रगति के लिए अत्यंत आवश्यक है। मेरे लिए नदियाँ केवल संभावित बाढ़ का स्रोत नहीं थीं, बल्कि वे कृषि और आर्थिक विकास की महान संपदा भी थीं। बाँधों, जलाशयों, नहरों और बाढ़-नियंत्रण प्रणालियों के माध्यम से जल को जनहित में उपयोग किया जा सकता था। मेरा उद्देश्य प्रकृति से संघर्ष करना नहीं, बल्कि उसके नियमों को समझकर उसकी शक्तियों को मानव कल्याण के लिए उपयोग करना था। इंजीनियरिंग ने मुझे सिखाया कि प्राकृतिक संसाधनों का वैज्ञानिक प्रबंधन समाज की आर्थिक क्षमता को बदल सकता है। यही विचार मेरे बाद के अनेक बड़े जल-संसाधन प्रकल्पों की प्रेरणा बना।

8. खड़कवासला — स्वचालित बाढ़-द्वारों का प्रयोग

मेरे इंजीनियरिंग जीवन की महत्वपूर्ण उपलब्धियों में पूना के निकट खड़कवासला जलाशय में स्वचालित बाढ़-द्वारों की व्यवस्था विशेष स्थान रखती है। 1903 में लागू की गई इस प्रणाली का उद्देश्य जलाशय में जल-संग्रह की क्षमता और जल-स्तर के नियंत्रण को बेहतर बनाना था। मेरा उद्देश्य अधिक जल को सुरक्षित रूप से संचित करना और अधिक जल आने की स्थिति में बाँध की सुरक्षा सुनिश्चित करना था। मैंने अनुभव किया कि एक विशिष्ट यांत्रिक नवाचार भी व्यापक सार्वजनिक लाभ पैदा कर सकता है। मैं चाहता था कि भारतीय इंजीनियर केवल विदेशी तकनीकों को अपनाने वाले न रहें, बल्कि अपनी परिस्थितियों के अनुसार नए समाधान विकसित करें। इस प्रणाली के लिए मुझे पेटेंट भी प्राप्त हुआ। इस अनुभव ने मेरे विश्वास को मजबूत किया कि वास्तविक इंजीनियरिंग का अर्थ समस्या को समझकर उसके लिए नया और व्यावहारिक समाधान तैयार करना है। खड़कवासला की यह उपलब्धि मेरे नाम से जुड़ी प्रमुख इंजीनियरिंग उपलब्धियों में शामिल हो गई।

9. हैदराबाद — मूसी नदी की बाढ़ के बाद

1908 में मूसी नदी की भयंकर बाढ़ ने हैदराबाद को गंभीर रूप से प्रभावित किया। उस आपदा ने मुझे यह समझने का अवसर दिया कि किसी शहर की सुरक्षा के लिए बाढ़ नियंत्रण, जल-निकासी और शहरी नियोजन को एक साथ देखना आवश्यक है। मुझे हैदराबाद की परिस्थितियों का अध्ययन करने और बाढ़ से सुरक्षा के उपाय सुझाने के लिए आमंत्रित किया गया। मैंने समस्या को केवल नदी के किनारे कोई दीवार बनाने के रूप में नहीं देखा, बल्कि पूरे शहरी जल-तंत्र के रूप में समझने का प्रयास किया। जलाशय, नदी का प्रवाह, जल-निकासी, बाढ़ नियंत्रण और शहर का विस्तार एक-दूसरे से जुड़े हुए विषय थे। इस अनुभव ने मुझे सिखाया कि आपदा के बाद नुकसान की मरम्मत करने की अपेक्षा भविष्य की आपदा को रोकने के लिए पहले से योजना बनाना अधिक बुद्धिमानी है। इंजीनियरिंग केवल आपदा आने के बाद प्रतिक्रिया देना नहीं, बल्कि संभावित आपदा का अनुमान लगाकर समाज की रक्षा करना भी है। हैदराबाद का यह अनुभव मेरे व्यावसायिक जीवन के महत्वपूर्ण अध्यायों में से एक बन गया।

10. विदेश यात्राएँ — विश्व से सीखना

मेरे जीवन में चीन, जापान, मिस्र, कनाडा, अमेरिका और रूस जैसे देशों की यात्राओं के अवसर आए। मैंने वहाँ सिंचाई, उद्योग, शिक्षा, नगर प्रशासन और आधारभूत संरचनाओं का अध्ययन किया। मैंने देखा कि किसी देश का विकास केवल प्राकृतिक संसाधनों से नहीं होता; उसके लिए प्रशिक्षित मानव शक्ति और वैज्ञानिक संस्थाएँ भी आवश्यक हैं। तकनीकी शिक्षा, उद्योग और प्रभावी प्रशासन एक-दूसरे को कैसे मजबूत करते हैं, यह मैंने विदेशों में प्रत्यक्ष रूप से देखा। लेकिन मेरा उद्देश्य किसी देश की व्यवस्था की अंधी नकल करना नहीं था। मैं मानता था कि भारत की अपनी भौगोलिक, सामाजिक और आर्थिक परिस्थितियाँ हैं। इसलिए दुनिया से श्रेष्ठ ज्ञान ग्रहण करके उसे भारतीय आवश्यकताओं के अनुसार ढालना चाहिए। मेरी विदेश यात्राओं ने भारत की अपनी वैज्ञानिक और तकनीकी क्षमता विकसित करने के मेरे विश्वास को और मजबूत किया।

11. मैसूर — मेरे जीवन का महान अध्याय

1909 के बाद मेरे जीवन में एक नया अध्याय आरंभ हुआ जब मैंने मैसूर राज्य की सेवा स्वीकार की। मैं पहले मुख्य अभियंता के रूप में कार्यरत रहा और बाद में राज्य प्रशासन की बड़ी जिम्मेदारियाँ संभालीं। मैं मैसूर को केवल अच्छे बाँधों और सड़कों वाला राज्य नहीं, बल्कि शिक्षा, उद्योग, बैंकिंग, कृषि और विज्ञान में आगे बढ़ने वाला आधुनिक समाज बनते देखना चाहता था। मुझे विश्वास था कि इंजीनियरिंग अकेले विकास नहीं कर सकती; शिक्षा, उद्योग, वित्त और प्रशासन का समन्वय आवश्यक है। किसानों के लिए जल, युवाओं के लिए शिक्षा, उद्योगों के लिए पूँजी और नगरों के लिए आधारभूत सुविधाएँ आवश्यक थीं। इस सोच के साथ मैसूर में मेरा कार्य एक व्यापक विकास-प्रयोग बन गया। एक इंजीनियर के रूप में शुरू हुई मेरी भूमिका अब एक पूरे राज्य के निर्माण की जिम्मेदारी तक पहुँच गई थी।

12. मैसूर के दीवान — 1912 से 1918

1912 में मैंने मैसूर के दीवान का पद संभाला और महाराजा कृष्णराज वाडियार चतुर्थ के शासनकाल में राज्य की प्रशासनिक जिम्मेदारियों का निर्वहन किया। यह पद मेरे लिए इंजीनियरिंग से कहीं अधिक व्यापक था। अर्थव्यवस्था, शिक्षा, उद्योग, कृषि, बैंकिंग, परिवहन और प्रशासन—इन सभी क्षेत्रों को एक साथ आगे बढ़ाना आवश्यक था। मैं मानता था कि मैसूर को मजबूत बनाने के लिए शिक्षित जनता, आधुनिक उद्योग, वित्तीय संस्थाएँ और आधारभूत संरचनाएँ आवश्यक हैं। इसी व्यापक सोच के दौरान मैसूर विश्वविद्यालय, स्टेट बैंक ऑफ मैसूर तथा अनेक औद्योगिक और वाणिज्यिक पहलों को प्रोत्साहन मिला। मैं चाहता था कि राज्य केवल सरकारी कार्यालयों से नहीं, बल्कि अपनी जनता की क्षमता से विकसित हो। मेरे लिए प्रशासन का उद्देश्य केवल शासन करना नहीं था; उसका उद्देश्य संस्थाएँ बनाना और भविष्य की पीढ़ियों के लिए क्षमता तैयार करना था। इस काल ने मुझे इंजीनियर से राष्ट्र-निर्माण की व्यापक सोच रखने वाले प्रशासक में बदल दिया।

13. कृष्णराज सागर — मेरी महान जल-इंजीनियरिंग विरासत

कावेरी नदी पर कृष्णराज सागर बाँध मेरे जीवन की सबसे प्रसिद्ध परियोजनाओं में से एक बना। इस विशाल जलाशय का उद्देश्य जल-संग्रह, सिंचाई और क्षेत्र की जलापूर्ति को मजबूत करना था। मैंने इसे केवल एक बाँध के रूप में नहीं, बल्कि कृषि, नगर और आर्थिक विकास को जोड़ने वाली एक व्यापक परियोजना के रूप में देखा। इतनी बड़ी परियोजना के लिए तकनीकी क्षमता के साथ प्रशासनिक समन्वय, वित्तीय योजना और दीर्घकालीन दृष्टि आवश्यक थी। मेरा विश्वास था कि जल का वैज्ञानिक प्रबंधन किसी क्षेत्र की कृषि और आर्थिक क्षमता को कई पीढ़ियों तक प्रभावित कर सकता है। कृष्णराज सागर इसी विचार का एक महत्वपूर्ण उदाहरण बना। किसी इंजीनियर के लिए इससे बड़ी संतुष्टि क्या हो सकती है कि उसके द्वारा तैयार किया गया कोई निर्माण दशकों तक जनता की सेवा करता रहे। मेरे लिए किसी परियोजना की वास्तविक सफलता उसके आकार में नहीं, बल्कि उससे लाभान्वित होने वाली पीढ़ियों की संख्या में थी।

14. उद्योग — “Industrialise or Perish”

मैंने अनुभव किया कि भारत केवल कृषि पर निर्भर रहकर आधुनिक आर्थिक शक्ति नहीं बन सकता। देश में उद्योग, तकनीकी शिक्षा और स्वदेशी उत्पादन क्षमता को बढ़ाना आवश्यक था। मैसूर में भद्रावती के लौह एवं इस्पात उद्योग तथा मैसूर साबुन कारखाने जैसे औद्योगिक प्रयासों को मैंने प्रोत्साहित किया। उद्योग केवल रोजगार नहीं देते; वे तकनीकी कौशल, पूँजी, उत्पादन और आत्मनिर्भरता को भी मजबूत करते हैं। इसी भावना से मैंने “Industrialise or Perish” — “औद्योगीकरण करो या नष्ट हो जाओ” की चेतावनी दी। मेरे लिए उद्योग, इंजीनियरिंग, शिक्षा और बैंकिंग एक ही राष्ट्रीय विकास-व्यवस्था के परस्पर जुड़े अंग थे। भारत को अपनी उत्पादन क्षमता स्वयं विकसित करनी होगी, तभी वह दीर्घकालीन आर्थिक शक्ति प्राप्त कर सकेगा। यह विचार मेरे जीवन के अंतिम वर्षों तक मेरी विकास-दृष्टि का महत्वपूर्ण हिस्सा बना रहा।

15. शिक्षा — राष्ट्र की सबसे बड़ी पूँजी

मैं शिक्षा को राष्ट्र की सबसे महत्वपूर्ण आधारभूत संरचना मानता था। बाँध और कारखाने भौतिक शक्ति देते हैं, लेकिन विश्वविद्यालय और तकनीकी संस्थान देश को मानव-मस्तिष्क की शक्ति देते हैं। 1916 में मैसूर विश्वविद्यालय की स्थापना मेरे लिए विशेष महत्व रखती थी। मैंने अपने बचपन में शिक्षा प्राप्त करने के लिए जो कठिनाइयाँ झेली थीं, उन्हें कभी नहीं भुलाया। इसलिए मैं चाहता था कि आने वाली पीढ़ियों के युवाओं को उच्च शिक्षा और तकनीकी शिक्षा के अधिक अवसर मिलें। मुझे विश्वास था कि इंजीनियर, वैज्ञानिक, शिक्षक, प्रशासक और उद्यमी ही आधुनिक भारत की संस्थाओं को मजबूत करेंगे। शिक्षा केवल नौकरी प्राप्त करने का साधन नहीं है; यह समाज को सोचने, अनुसंधान करने और समस्याओं का समाधान खोजने की क्षमता देती है। मेरे जीवन का एक बड़ा निष्कर्ष यही था—यदि हम मनुष्य की क्षमता का निर्माण करते हैं, तो वही मनुष्य राष्ट्र का निर्माण करता है।

16. भारत की आर्थिक योजना पर मेरे विचार

सरकारी सेवा से दूर होने के बाद भी मैंने भारत के आर्थिक भविष्य पर विचार करना बंद नहीं किया। मैंने “Reconstructing India” और बाद में “Planned Economy for India” जैसी पुस्तकों में औद्योगीकरण, आर्थिक योजना और उत्पादकता बढ़ाने की आवश्यकता पर अपने विचार व्यक्त किए। मेरा विश्वास था कि किसी राष्ट्र का विकास अपने आप नहीं होता; उसके लिए स्पष्ट लक्ष्य, संसाधनों का मूल्यांकन और व्यवस्थित कार्य-योजना आवश्यक है। एक इंजीनियर पुल बनाते समय पहले उद्देश्य निर्धारित करता है, फिर उपलब्ध संसाधनों का अध्ययन करता है और उसके बाद निर्माण की योजना बनाता है। मुझे लगा कि यही अनुशासन राष्ट्रीय आर्थिक विकास में भी उपयोगी हो सकता है। भारत की गरीबी को दूर करने के लिए शिक्षा, उद्योग, विज्ञान, तकनीक, उत्पादकता और अनुशासित श्रम आवश्यक थे। मैं चाहता था कि स्वतंत्र भारत केवल राजनीतिक रूप से स्वतंत्र न हो, बल्कि आर्थिक और तकनीकी रूप से भी मजबूत बने। इसलिए वृद्धावस्था में भी मैंने भारत की आर्थिक प्रगति के विषय में लिखना और विचार करना जारी रखा।

17. मेरे समकालीन — बदलते भारत का साक्षी

मेरी लंबी आयु ने मुझे ब्रिटिश शासन के अंतिम चरण, भारतीय राष्ट्रीय आंदोलन के उदय, स्वतंत्रता संघर्ष और स्वतंत्र भारत के जन्म का साक्षी बनाया। मैंने महाराजा कृष्णराज वाडियार चतुर्थ के साथ मैसूर के विकास कार्यों में योगदान दिया। मेरे पेशेवर जीवन में ब्रिटिश अधिकारी, भारतीय प्रशासक, इंजीनियर, उद्योगपति और अनेक सार्वजनिक व्यक्तित्व मेरे संपर्क में आए। मैंने महात्मा गांधी जैसे राष्ट्रीय नेताओं के प्रभाव में बदलते भारत को भी देखा। मेरा मानना था कि राजनीतिक स्वतंत्रता अत्यंत महत्वपूर्ण है, लेकिन स्वतंत्र भारत को शिक्षा, उद्योग, विज्ञान और आधारभूत संरचनाओं की भी उतनी ही आवश्यकता होगी। राजनीति और तकनीकी क्षमता एक-दूसरे की विरोधी नहीं, बल्कि राष्ट्र-निर्माण की पूरक शक्तियाँ हो सकती हैं। मैं चाहता था कि भारत अपने स्वयं के इंजीनियरों, वैज्ञानिकों और उद्योगपतियों की नई पीढ़ी तैयार करे। मुझे विश्वास था कि मेरे समय में शुरू हुई भारत-निर्माण की प्रक्रिया आने वाली पीढ़ियाँ और आगे ले जाएँगी।

18. सम्मान और पुरस्कार

मेरे सार्वजनिक और इंजीनियरिंग कार्यों को समय-समय पर अनेक सम्मान मिले। 1915 में मुझे Knight Commander of the Order of the Indian Empire (KCIE) से सम्मानित किया गया। लेकिन पुरस्कार कभी मेरे कार्य का उद्देश्य नहीं रहे। किसी गाँव तक पानी पहुँचना, किसी किसान की सिंचाई सुधरना, किसी उद्योग में रोजगार पैदा होना या किसी युवा को शिक्षा का अवसर मिलना मेरे लिए कहीं अधिक बड़ा सम्मान था। स्वतंत्र भारत ने मेरे दीर्घ सार्वजनिक जीवन को सम्मान देते हुए 1955 में मुझे भारत रत्न प्रदान किया। उस समय तक मैं ब्रिटिश भारत के एक युवा इंजीनियर से स्वतंत्र भारत के निर्माण को देखने वाले लगभग एक शताब्दी पुराने व्यक्ति में बदल चुका था। मैंने इस सम्मान को अपने व्यक्तिगत जीवन से अधिक भारतीय इंजीनियरिंग और सार्वजनिक सेवा के सम्मान के रूप में देखा। मेरे लिए किसी इंजीनियर का वास्तविक पुरस्कार उसके द्वारा बनाए गए कार्यों से जनता को मिलने वाला दीर्घकालीन लाभ है।

19. वृद्धावस्था — सेवा की भावना कभी समाप्त नहीं हुई

उम्र बढ़ती गई, लेकिन भारत के विकास के प्रति मेरी रुचि कम नहीं हुई। नब्बे वर्ष की आयु पार करने के बाद भी मैं लिखता रहा, विचार करता रहा और देश के आर्थिक तथा तकनीकी भविष्य पर चर्चा करता रहा। अपनी पुस्तक “Memoirs of My Working Life” के माध्यम से मैंने अपने कार्य और अनुभवों को आने वाली पीढ़ियों तक पहुँचाने का प्रयास किया। अपने जीवन को पीछे मुड़कर देखने पर मुझे लगा कि मेरी सफलता किसी एक महान परियोजना का परिणाम नहीं थी। शिक्षा, अनुशासन, निरीक्षण, तकनीकी कौशल, प्रशासनिक अनुभव और निरंतर परिश्रम ने मिलकर मेरे जीवन को आकार दिया। मैंने अपने जीवनकाल में भारत को बहुत बदलते हुए देखा। मेरे बचपन का भारत और मेरे अंतिम वर्षों का भारत दो अलग-अलग युगों के भारत प्रतीत होते थे। फिर भी मुझे विश्वास था कि भारत की निर्माण-यात्रा अभी बहुत लंबी है।

20. मेरा अंतिम संदेश — भारत के इंजीनियरों के लिए

यदि मेरे जीवन को एक संदेश में व्यक्त करना हो, तो मैं कहूँगा कि इंजीनियरिंग जनता की सेवा का एक महान साधन है। कोई बाँध, पुल, सड़क, कारखाना या जलापूर्ति प्रणाली अपने आप में महान नहीं होती; वह तब महान बनती है जब उससे लोगों का जीवन बेहतर होता है। मैं आने वाली पीढ़ियों के इंजीनियरों से कहूँगा कि वे ज्ञान के साथ ईमानदारी, अनुशासन, सृजनशीलता और सामाजिक जिम्मेदारी भी विकसित करें। दुनिया से सीखें, लेकिन भारत की परिस्थितियों के अनुरूप अपने समाधान भी विकसित करें। मेरे समय में पानी, सिंचाई और औद्योगीकरण प्रमुख चुनौतियाँ थीं; आने वाली पीढ़ियों के सामने कृत्रिम बुद्धिमत्ता, अंतरिक्ष, रोबोटिक्स, उन्नत विनिर्माण, ऊर्जा और पर्यावरण जैसी नई चुनौतियाँ होंगी। तकनीक बदलती रहेगी, लेकिन समस्याओं को वैज्ञानिक दृष्टि से समझकर समाधान निकालने का इंजीनियर का धर्म नहीं बदलेगा। प्रत्येक पीढ़ी को अपने पूर्ववर्तियों से बेहतर समाधान विकसित करने का प्रयास करना चाहिए। भारत का निर्माण कोई समाप्त हो चुकी परियोजना नहीं है; यह प्रत्येक पीढ़ी द्वारा आगे बढ़ाया जाने वाला महान राष्ट्रीय निर्माण-कार्य है।

21. मेरे जीवन का अंतिम अर्थ

मैंने जो बाँध, जल-व्यवस्थाएँ, उद्योग, शैक्षणिक संस्थाएँ और प्रशासनिक व्यवस्थाएँ बनाने में योगदान दिया, वे मेरे जीवन की दिखाई देने वाली विरासत हैं। लेकिन मेरी गहरी विरासत यह विश्वास है कि भारत अपने ज्ञान, विज्ञान, तकनीक और संगठित परिश्रम से अपनी समस्याओं का समाधान स्वयं कर सकता है। मेरा जीवन एक छोटे से गाँव से आरंभ हुआ और धीरे-धीरे भारत के अनेक क्षेत्रों की जल, औद्योगिक और प्रशासनिक आवश्यकताओं से जुड़ गया। मैंने औपनिवेशिक भारत को देखा, राष्ट्रीय आंदोलन को देखा, स्वतंत्रता का आगमन देखा और स्वतंत्र भारत के प्रारंभिक निर्माण को भी देखा। लगभग एक शताब्दी का जीवन मुझे यह सिखाकर गया कि राष्ट्र किसी एक व्यक्ति द्वारा नहीं बनता। राष्ट्र अनेक पीढ़ियों के अनुशासित परिश्रम, ज्ञान, संस्थाओं और दूरदर्शिता से निर्मित होता है। यदि मेरे जीवन से आने वाली पीढ़ियाँ यह सीख लें कि ज्ञान को कार्य में और कार्य को जनकल्याण में बदलना चाहिए, तो मेरा जीवन सार्थक माना जाएगा। मेरी अंतिम कामना यही होगी—ज्ञान प्राप्त करो, उसे कर्म में बदलो, समाज के लिए निर्माण करो और भारत के भविष्य को अपने हाथों से आगे बढ़ाओ।

9. హైదరాబాద్ — మూసీ వరదల తరువాత

An Autobiographical Narrative — “As I Remember My Working Life”

1. My Birth and the Village of My Childhood

I was born on 15 September 1861 at Muddenahalli, then in the Kingdom of Mysore and today in Karnataka, into a Telugu-speaking family whose ancestral roots were associated with Mokshagundam. My parents were Mokshagundam Srinivasa Shastry and Venkatalakshmi, and I grew up in an atmosphere in which learning, discipline, simplicity and moral conduct were highly valued. My family was not wealthy, and therefore education was never something that could be taken for granted. From my earliest years I learned that knowledge was the possession that no poverty could take away from a person. The circumstances of my childhood taught me to respect work, economy, self-discipline and perseverance. The village environment also gave me an early appreciation of water, agriculture, land and the dependence of human life upon natural resources. Looking back across a century of life, I came to understand that these early impressions had quietly prepared me for the engineering problems I would later confront. My journey from that modest beginning to the responsibilities entrusted to me by governments and communities was therefore not a sudden transformation but the gradual result of education, discipline and persistent work. 

2. The Loss of My Father and the Test of Youth

My childhood was changed profoundly by the death of my father when I was still young. The loss brought financial difficulties to my family and made the continuation of my education considerably harder. I therefore learned very early that determination had to substitute for circumstances that I could not control. I continued my studies with great seriousness, understanding that education was not merely a personal ambition but the means by which I could build an independent and useful life. I eventually continued my schooling in Bangalore and entered Central College, where I pursued higher education with extraordinary concentration. Contemporary accounts describe how I supported myself by giving tuition to younger students while continuing my own studies. These experiences taught me both sides of education: the discipline required from the student and the responsibility carried by the teacher. When I completed my studies, I had already acquired the habit of treating every difficulty as an engineering problem—something to be understood, analysed and solved rather than merely complained about. That habit would remain with me throughout my long public life. 

3. Central College, Bangalore — The Foundation of My Intellectual Life

At Central College in Bangalore, my intellectual world expanded beyond the boundaries of my childhood. I studied seriously and completed my Bachelor of Arts in 1881, an achievement that opened the way towards professional engineering. My teachers and surroundings encouraged me to think systematically and to regard knowledge as an instrument of public usefulness. I was particularly attracted to mathematics, science and the practical application of knowledge to human problems. I did not regard education as something that ended with a university certificate; rather, I began to see it as a lifelong discipline. I therefore sought further technical education, because I wished to understand how rivers could be controlled, how cities could receive clean water, how irrigation could be improved and how engineering could increase human prosperity. My transition from general education to engineering was thus motivated by a practical question: how could knowledge be converted into public benefit? That question remained at the centre of my career for the next eight decades. 

4. Pune and My Formation as a Civil Engineer

I proceeded to the College of Science in Poona, associated with the University of Bombay, where I received my professional engineering education and developed the technical foundation for my future career. My performance earned recognition, including the James Berkley Prize, and I completed my civil-engineering studies in the early 1880s. Engineering education changed my way of looking at the world: a river became a potential source of irrigation and power, rainfall became a resource to be stored, a flood became a problem of hydraulic management, and a city became a system requiring water, drainage, sanitation and transport. I learned that successful engineering demanded both scientific calculation and intimate knowledge of local conditions. The engineer could not remain confined to a drawing office because real structures had to survive real rivers, real floods, real soils and real human needs. This principle became especially important when I entered government service. I was preparing myself not merely to construct structures but to understand the relationship between infrastructure and society. The engineer in me therefore gradually became inseparable from the public servant in me. 

5. Entering Government Service — Bombay Public Works

In 1884, I entered the service of the Bombay Government as an Assistant Engineer, beginning a professional career that would take me across many regions of India. My early postings included places such as Nasik, Khandesh and Poona, where I gained practical experience in irrigation, water supply, drainage and public works. The transition from college theory to government engineering was demanding because every design had to function under actual geographical, financial and administrative constraints. I learned to examine problems on the ground rather than depend solely upon reports and office calculations. The work exposed me to the needs of cultivators, municipalities and growing towns. I came increasingly to appreciate that engineering could have a direct influence on agriculture, public health, urban development and economic productivity. Each project therefore became both a technical exercise and an opportunity to improve people's lives. These early years established the professional standards that I carried with me throughout the remainder of my career. 

6. Sukkur — Water for a Difficult Environment

One of my important early assignments involved the waterworks of Sukkur in Sindh, where I was entrusted with designing and implementing a water-supply system for the municipality. The project presented practical difficulties that required careful engineering judgment. I had to think about water sources, distribution, population needs, construction and long-term reliability rather than merely producing an attractive engineering drawing. The work gave me valuable experience in municipal engineering and strengthened my understanding of the relationship between water infrastructure and urban life. It also demonstrated to me that engineering solutions must be adapted to local geography and climate. A technically elegant solution is useless if it cannot be operated, maintained and afforded by the people who depend upon it. My experience at Sukkur therefore became part of my broader philosophy that public engineering must combine technical excellence with practical economy. The assignment also helped establish my reputation beyond the immediate boundaries of my original government posting. 

7. Irrigation, Water Supply and the Search for Better Methods

As my experience increased, I became increasingly interested in irrigation engineering and the efficient management of water. India depended heavily upon agriculture, yet rainfall was uncertain and floods could destroy what drought had spared. I therefore believed that water had to be treated as a carefully managed national resource rather than as something that should simply be allowed to flow away. My work brought me into contact with canals, reservoirs, drainage systems and irrigation schemes. I also became convinced that engineers should constantly improve existing methods rather than merely repeat established practice. This spirit led me towards experiments with hydraulic structures and flood-control mechanisms. My engineering career increasingly became a search for ways to obtain greater public benefit from limited natural resources. I wanted engineering to make agriculture more dependable, cities healthier and communities more secure. This philosophy ultimately led to some of my most remembered innovations. 

8. My Automatic Water-Floodgate Innovation

One of my most significant engineering contributions was the development of automatic weir floodgates, a system designed to improve the storage and controlled release of water. The gates were first installed at the Khadakwasla Reservoir near Pune in 1903, and the system became closely associated with my engineering work. My objective was straightforward: increase the effective utility of a reservoir while maintaining safety during periods of high water. Engineering, as I understood it, required finding additional usefulness within an existing structure without compromising public safety. The successful application of the automatic gates demonstrated how a relatively specific mechanical innovation could have a broader effect on water management. The work also reflected my belief that Indian engineers could develop original solutions rather than simply reproduce techniques created elsewhere. My patent and subsequent professional recognition gave me confidence that careful Indian engineering could contribute to international knowledge. The automatic gates therefore became one of the enduring technical signatures of my career. 

9. Travels Abroad and Learning from the World

My engineering responsibilities eventually gave me opportunities to observe engineering and industrial development beyond India. I travelled to China and Japan in 1898, and later visited countries including Egypt, Canada, the United States and Russia. These journeys allowed me to compare systems of irrigation, municipal administration, industry, education and infrastructure. I did not believe that India should blindly copy another country's institutions, because every country possesses its own geographical, cultural and economic conditions. But I strongly believed that India should learn from every successful experiment available to humanity. I observed the relationship between technical education and industrial capacity, and I became increasingly convinced that India's future depended upon developing its own scientific and engineering capabilities. My travels therefore strengthened rather than weakened my commitment to India. I returned repeatedly to the question of how international knowledge could be adapted to Indian circumstances. These experiences later influenced my thinking about industrialisation, education and planned economic development. 

10. Hyderabad and the Musi Floods

One of the most challenging chapters of my professional life came when I was called upon to assist Hyderabad following the devastating floods of the Musi River in 1908. The disaster demonstrated the terrible consequences that uncontrolled water could inflict upon a major city. I was invited as a special consulting engineer to examine the problems and help develop flood-protection and drainage measures. The assignment demanded that I consider the river, reservoirs, drainage channels, urban development and public safety as parts of one interconnected system. Engineering here was not simply about building a wall or canal; it was about protecting an entire urban population from recurring natural hazards. The Hyderabad work became an important example of how civil engineering could function as an instrument of disaster prevention. It also reinforced my conviction that cities must plan for future conditions rather than merely repair the damage caused by yesterday's disaster. The lessons I learned from Hyderabad remained relevant to my later thinking about urban planning and water management. 

11. My Association with Visakhapatnam and Other Major Works

My professional reputation also brought me into engineering problems associated with the Visakhapatnam Port, particularly the challenge of protecting the port from erosion. Coastal engineering presented a completely different environment from the rivers and reservoirs with which I had become familiar. Once again, I had to study natural forces and then design infrastructure that could work with those forces rather than simply oppose them. I regarded every assignment as an opportunity to understand a particular relationship between nature and human settlement. My career therefore extended beyond dams into water supply, irrigation, drainage, flood protection and port-related engineering. These varied assignments gave me an unusually broad understanding of civil engineering. They also convinced me that a modern country requires many interconnected forms of infrastructure rather than isolated spectacular projects. My engineering philosophy increasingly became one of integrated national development. The ultimate purpose of infrastructure, in my view, was always the advancement of human welfare. 

12. From British Service to Mysore

In 1909, I retired from the British Indian engineering service, but retirement from one government did not mean retirement from public work. I was invited to serve the Mysore State, where I became Chief Engineer and later assumed much greater administrative responsibilities. Mysore offered an opportunity that went beyond individual engineering projects because I could participate in the transformation of an entire state. I believed that engineering, education, industry, banking and commerce had to advance together. A dam alone could not create prosperity; the people also needed industries, technical education, financial institutions, transportation and opportunities for productive employment. This broader conception of development shaped my subsequent work as an administrator and statesman. I therefore began to think not only like an engineer designing structures but like a planner designing systems of economic development. Mysore became the great laboratory in which many of these ideas were put into practice. 

13. Dewan of Mysore — Engineering Becomes Nation-Building

In 1912, I became the Dewan of Mysore, serving until 1918 under Maharaja Krishnaraja Wadiyar IV. The position required me to move far beyond engineering calculations and into administration, finance, education, industry and public policy. I saw the state as an interconnected system in which technical education supplied skilled people, industry created employment, banking supplied capital and infrastructure connected production with markets. During my tenure, Mysore undertook an ambitious programme of modernisation. Institutions and enterprises associated with this period included the University of Mysore, the State Bank of Mysore, the Mysore Chamber of Commerce, and industrial initiatives such as the Mysore Iron and Steel Works at Bhadravati. I wanted Mysore to demonstrate that an Indian state could deliberately cultivate education, industry and modern administration. My aim was not merely to increase government activity but to build the capacity of society itself. In this period I increasingly came to be regarded not merely as an engineer but as a nation-builder. 

14. The University of Mysore and the Power of Education

I considered education one of the most important forms of infrastructure. Roads and dams could transform the physical landscape, but universities could transform the intellectual capacity of a population. During my service in Mysore, the University of Mysore was founded in 1916, providing an institutional foundation for higher education in the state. I wanted education to serve both intellectual development and practical national progress. India needed engineers, scientists, administrators, entrepreneurs, teachers and skilled workers capable of building modern institutions. I therefore regarded technical education as inseparable from industrial development. My own experience had taught me that a poor boy could change the direction of his life through education, and I wanted similar opportunities to become available to many others. The university thus represented something larger than a building or organisation—it represented an investment in the future mind of society. 

15. Krishna Raja Sagara — The Great Dam

Among all the engineering projects with which my name became associated, the Krishna Raja Sagara (KRS) Dam occupies a special place. The project on the Cauvery River was intended to provide large-scale water storage, irrigation and water supply for the region. Its construction demanded extensive planning, engineering judgement and coordination of resources on a very large scale. The reservoir eventually became an important source of water for Mysore and Bangalore and supported irrigation and other regional development. The project demonstrated my conviction that a river should be managed in a manner that creates long-term public benefit. I saw the dam not merely as a concrete or masonry structure but as an instrument for agricultural, urban and economic transformation. The KRS project consequently became one of the enduring symbols of engineering achievement in South India. Even decades later, its continuing importance remained a testament to the value of long-term infrastructure planning. 

16. Industry — From Engineering to Economic Reconstruction

I increasingly argued that India could not achieve lasting prosperity through administration alone. The country needed industries capable of producing materials, creating employment and strengthening technological independence. I therefore took a strong interest in industrial development and the expansion of technical capabilities in Mysore. The Mysore Iron and Steel Works at Bhadravati became an important part of this industrial vision, and I later played a major role in helping strengthen the enterprise. I also supported the establishment of the Mysore Soap Factory and other industrial ventures. My famous expression, “Industrialise or Perish,” captured the urgency with which I regarded industrial development. I believed that engineering and industry should work together to transform natural resources into productive national capacity. My idea of development was therefore much broader than the construction of dams: it included the creation of an industrial civilisation capable of sustaining itself. 

17. My Philosophy of Planned Economic Development

After my administrative career, I continued to think deeply about India's economic future. I wrote Reconstructing India in 1920 and later Planned Economy for India in 1934, expressing my belief that national development required deliberate planning rather than passive dependence upon circumstances. I wanted India to improve productivity, expand industry, strengthen education and use its resources efficiently. My engineering background naturally influenced this thinking because an engineer begins with a desired objective, measures available resources and then designs a practical path towards the objective. I believed the same discipline could be applied to national economic development. India's poverty, in my view, could not be overcome simply by political declarations; it required sustained work, organisation, technology, education and productive investment. I therefore continued to advocate industrial and technical progress even when I was no longer holding executive office. My intellectual life after government service became an extension of my engineering life by other means. 

18. My Encounters with the Leaders of My Age

My long life brought me into contact with many of the prominent political, administrative and intellectual figures of my time. I lived through the final decades of British rule, the rise of Indian nationalism, the debates surrounding industrialisation and economic reconstruction, and finally the birth of independent India. I interacted with Maharaja Krishnaraja Wadiyar IV and the Mysore administration, and my professional life also brought me into contact with British officials, Indian administrators, engineers, industrialists and political leaders. I observed the changing relationship between technical expertise and political authority. I did not see engineering as belonging to one political party or one period of history; rivers, roads, cities and industries had to serve society regardless of who governed. I therefore continued to emphasise competence, discipline and measurable results. The political transition from colonial rule to independence only strengthened my belief that India would need technically trained citizens capable of converting freedom into material progress. I watched the new nation emerge with the same question that had guided me since youth: how can knowledge be transformed into public welfare? 

19. My Meetings with Gandhi and the New India

As India's freedom movement developed, I found myself living through a period in which political independence and economic development were increasingly discussed together. Mahatma Gandhi and other national leaders represented powerful approaches to India's social and political transformation, while I continued to emphasise engineering, industrialisation, education and economic organisation. My own philosophy was strongly oriented towards building productive capacity and modern infrastructure. I believed that political freedom would have to be accompanied by the capacity to provide employment, water, electricity, education and industrial opportunity to millions of people. The conversations and debates of the era therefore reinforced my conviction that India required both moral leadership and technical competence. I respected the enormous importance of national character, but I also believed that character had to be expressed through disciplined work. As independence approached, I looked towards the possibility of an India that could build its own institutions and industries. The transition to independence therefore represented not the conclusion of my life's work but the beginning of a new challenge for the generations that would follow. 

20. Recognition, Knighthood and National Honours

My engineering and public service eventually brought me considerable recognition from both colonial and independent India. I was appointed Knight Commander of the Order of the Indian Empire (KCIE) in 1915, following earlier recognition for my service. Such honours were never the objective of my engineering work; I had always regarded successful public service as its own reward. After independence, however, the highest honour of the Republic came to me in 1955, when I was awarded the Bharat Ratna, India's highest civilian honour. By then I had lived through almost an entire century of extraordinary transformation. I had entered government service under British rule and lived to see an independent Republic building its own scientific and industrial institutions. The Bharat Ratna therefore came to me at the end of a long journey in which engineering, administration, education and nation-building had remained interconnected. I accepted the honour as recognition not simply of one individual but of the importance of engineering to India's future. 

21. At Ninety — Writing My Working Life

When I was around ninety years old, I turned back to record the experiences of my professional life. My Memoirs of My Working Life, published in 1951, began with my entry into government service and described my work in irrigation, water supply, drainage, Bombay, Mysore and other fields. Writing the memoir allowed me to revisit the decisions, challenges and institutional experiences that had shaped my career. I wanted future generations to understand that major achievements rarely emerge from one dramatic moment. They arise from education, preparation, observation, discipline, teamwork and repeated attempts to solve difficult problems. My memoir was therefore not intended merely as a personal record but as a reflection upon public service and professional responsibility. I had witnessed enormous technological and political changes during my lifetime, from the age of early colonial engineering to the dawn of independent India's development programmes. Looking backward, I remained convinced that the most important asset of any country is the disciplined intelligence of its people. 

22. My Hundredth Year and the Final Chapter

I lived to an extraordinary age, remaining active in thought and public interest even when I had passed ninety. The fact that I continued to speak about dams, development, engineering and national progress in advanced age reflected the principle that retirement from office need not mean retirement from service. I watched independent India establish new scientific, technical and educational institutions and saw a younger generation take responsibility for the country's future. I believed that each generation must inherit knowledge but also improve upon it. The India of my childhood had possessed limited modern infrastructure, whereas the India of my final years had begun building a much larger technological and industrial foundation. Yet I never regarded the work as finished. On 14 April 1962, I died in Bangalore after a life that had spanned approximately a century. My death closed the personal chapter of my journey, but the institutions, engineering works and ideas associated with my name continued to serve subsequent generations. 

23. What I Would Say to the Engineers Who Followed Me

If I were to look back upon my life from the standpoint of today's engineers, I would say that engineering is ultimately a form of service. A bridge, dam, reservoir, railway, factory, university or water system has meaning only when it improves human capability and welfare. Technology should therefore never become an end in itself; it must be connected with education, productive employment, public health, agriculture, industry and human dignity. I would urge engineers to cultivate accuracy, honesty, discipline and the courage to innovate. I would also remind them that India must learn from the world while developing solutions suited to its own circumstances. The challenges confronting the country may change from irrigation and floods to energy, digital systems, artificial intelligence, climate resilience, advanced manufacturing and space technology, but the underlying engineering principle remains unchanged. Every generation must ask what problem it can solve better than the previous generation. If Indian engineers continue to combine knowledge with national responsibility, they can become among the greatest instruments of India's transformation. 

24. My Legacy — Beyond the Structures I Built

I would not want my legacy to be reduced to a list of dams, floodgates, factories, universities or government offices. Those structures are important, but the deeper legacy I hoped to leave was the conviction that India could solve its own problems through knowledge, organisation, engineering and disciplined work. My life began in a relatively modest village environment and eventually carried me into the highest levels of engineering and public administration. I witnessed colonial India, the rise of nationalism, the independence of the country and the early years of the Republic. I saw engineering change from relatively local public works into a major instrument of national development. I believed that education created the human capacity upon which every other form of development depended. I believed that industry created productive strength and that infrastructure connected the two. And I believed that the future belonged to societies willing to combine knowledge, character, organisation and persistent effort.

25. My Final Message to India

If my life's journey has one message, it is that nation-building is never completed by one generation. I began my work when India faced enormous shortages of infrastructure, technical education and industrial capacity, and I spent my life attempting to address some of those deficiencies through engineering and public service. The generations that came after me inherited a larger technological foundation and were able to take India into new fields that were scarcely imaginable during my youth. Today, engineers work with computers, artificial intelligence, advanced materials, biotechnology, robotics, space systems and technologies that extend far beyond the engineering world of my childhood. Yet the fundamental responsibility remains exactly the same: convert knowledge into constructive human progress. I would therefore ask every young engineer to remember that the greatest engineering project is not a single dam, bridge or machine but the continuous construction of a better society. Let scientific curiosity be joined with integrity, let innovation be joined with public responsibility, and let national development be joined with human welfare. That, more than any title or award, is the legacy I would wish to leave behind.
