ਹਰ ਸ਼ਾਸਕ ਇਹ ਸਮਝੇ ਕਿ ਅਧਿਕਾਰ ਤਦ ਹੀ ਪਵਿੱਤਰ ਬਣਦਾ ਹੈ ਜਦੋਂ ਉਹ ਧਰਮ ਦੀ ਸੇਵਾ ਕਰਦਾ ਹੈ।
